Two Rivers Plus Joint Powers Board Boundary Map - The Two Rivers Plus Joint Powers Board is a newly formed governmental unit for comprehensive watershed plan implementation as of July 2021. The JPB partners are Kittson and Roseau Counties and Kittson and Roseau Soil and Water Conservation Districts.
Mission Statement
The Two Rivers Plus Joint Powers Board's purpose is to implement the Two Rivers Plus Comprehensive Watershed Management Plan through a partnership including Kittson and Roseau Counties and Kittson and Roseau Soil and Water Conservation Districts to satisfy goals through projects and programs that restore or protect locally identified issues.

Two Rivers Plus Comprehensive Watershed Management
The new comprehensive watershed plan development has aligned local water planning efforts to create a unified plan, resulting in a more effective and efficient resource management. LGUs involved with the Two Rivers Plus Comprehensive Watershed Management Plan implementation phase are Kittson and Roseau Counties and Kittson and Roseau Soil and Water Conservation Districts.
